A tractor-trailer transporting materials for a soft play area at Kentucky Oaks Mall was damaged near the Colorado-Kansas border when strong winds downed a restaurant sign across the trailer Saturday. Replacement of damaged portions will likely delay the project eight to 12 weeks.
